Position Overview

Are you an experienced leader with a passion for community management? We’re looking for a General Manager to oversee the day-to-day operations of Crystal Lakes Road & Recreation Association (CLRRA). This full-time position will give you the opportunity to make a real impact in a close-knit, vibrant community. As the GM, you’ll be the bridge between the Board and the Association, ensuring the smooth operation of our facilities and services. You’ll be responsible for managing a dynamic team of full-time, part-time, and seasonal staff, all while maintaining effective, efficient operations in line with the Association’s goals.


Key Responsibilities:

  • Staffing & Employee Relations - Lead and manage a dedicated team, ensuring staff are trained, supported, motivated and working efficiently to meet CLRRA’s needs while fostering a positive, mission driven atmosphere.
  • Communicate with the Board to implement policies and directives. 
  • Ensure the community remains a safe, welcoming, and well-maintained environment for all property owners. 
  • Take ownership of the day-to-day operations of CLRRA, from overseeing maintenance schedules to managing seasonal events.
  • Financial management as described below.
  • Road & Equipment Maintenance – Work with the road crew on road maintenance, equipment maintenance, facility maintenance and scheduling daily activities.
  • Providing a balance between being approachable and transparent to community members while enforcing governing documents and Board protocol.

Qualifications:

  • Certified Manager of Community Associations (CMCA certification) desired. This is a certification that would be highly advantageous. Additional credentials such as Association Management Specialist (AMS) or Professional Community Association Manager (PCAM) are a plus!
  • High school diploma or GED required.
  • Ability to work collaboratively with the Board, staff, and residents.
  • You should live within a close enough radius of Crystal Lakes Base Camp to be able to commute daily. 
  • Have a working vocabulary as it pertains to heavy equipment, while working with the road crew on needs, parts, repairs needed and road maintenance.

Job Duties

1. HOA Board

  • Prepare recommendations for the Board on potential changes to policies or rules and regulations.
  • Log serious problems or complaints from Crystal staff and community members.  Document the actions taken and keep the Board informed. Involve the board in a timely manner for their input if policy or procedures potentially need to be updated or issues are legal in nature. Work with the board to aid in rectifying issues requiring policy changes. 
  • Attend all Board meetings (unless excused) and any committee meetings when needed.
  • Carry out decisions from committees after Board approval.
  • Keep and maintain strong working relationships with developers, government agencies, and other community representatives.
  • Perform additional duties as requested by the Board President.
  • Stay informed about relevant laws, including the Colorado Revised Statutes (CRS), the Colorado Common Interest Ownership Act (CCIOA), OSHA guidelines, and Colorado labor laws, adapting to new developments.

2. Financial

  • Approve expenditures and purchases within the established budget.
  • Review accounting reports to ensure spending aligns with the budget.
  • Review contracts and approve them when authorized by the Board.
  • Monitor contractor performance to ensure quality service and timely completion.
  • Ensure financial compliance with industry standards and reporting requirements.
  • Oversee financial audits for CLRRA’s financial and banking operations, managing key tasks such as bank deposits and account approvals as well as coordinate financial audits as directed by the Board.
  • Analyze service costs and recommend fee or rate adjustments to maintain budget balance. Manage long-range facility maintenance and cost studies when needed.
  • Collaborate with the Finance Committee and Treasurer to prepare annual budgets.


3. Human Resources

  • Manage hiring, terminations, and supervision of all staff.
  • Evaluate employee performance based on Association policies.
  • Implement salary and benefits programs for all employees, following Board guidelines.
  • Schedule staff to ensure office, operations, and maintenance coverage, and hire seasonal staff during peak times.
  • Recommend changes in staffing levels and structure to improve efficiency while staying within the approved budget.
  • GM needs to be flexible in working schedule as it may include nights, weekends and holidays.

4. Community Responsibilities Overview

  • Oversee road maintenance and ongoing enhancements of community roads, ensuring alignment with Association policies.
  • Assist the Architectural Control Committee (ACC)
  • Manage Association properties (Basecamp, Maintenance Shop and other Association buildings). 
  • Assist with community events with assistance from the Board, designated team and committee members.

6. Responsibilities/Authority

  • Enforce the Covenants, By-Laws, and operating rules for property owners, reporting non-routine incidents to the Board and seeking policy clarification as needed.
  • Oversee security for the Association’s properties and contact county officials and law enforcement when necessary.
  • Address requests and complaints from Association members to ensure smooth, efficient operations.
  • Collaborate with Committee members and supervise external assistance during major equipment breakdowns or facility issues. 
  • Provide meeting agendas and ensure notices are posted as directed by the Board.
  • Ensure Board motions are executed and report back upon completion (or explain delays).
  • Lead the development of content for the website or newsletter, “The Weekly View.”
  • Solicit competitive bids for services and materials, inspecting compliance before approving payments.
  • Manage Association operations within the budget, proactively adjusting costs and implementing corrective actions when necessary.
  • Oversee licensing, insurance, and the maintenance of equipment, vehicles, and facilities.
  • Maintain cleanliness and safety across all Association properties and ensure safe operational practices.
  • Build strong community ties through consistent engagement through regular events of interest to the community, such as new homeowner orientation, potluck dinners and promoting open communication channels.  


7. Qualifications

A. Education (Certifications below are highly valued but not necessarily required)

  • Certified Manager of Community Associations (CMCA certification) desired. This is a certification that would be highly advantageous.
  • High school diploma or GED required.
  • Ability to meet the State of Colorado’s licensing requirements for Community Association Management and maintain a valid license.
  • Additional certifications such as AMS or PCAM are desirable, or the willingness to pursue them after employment.

B. Experience

  • 3+ years of related experience (or equivalent education and experience) in managing a Homeowners or Community Association, especially under CCIOA or similar laws.

C. Specific Skills / Knowledge

  • Proven skills in personnel, office, and financial management.
  • Strong communication, conflict resolution, and problem-solving abilities, with an emphasis on working well with diverse groups.
  • Knowledge of heavy equipment operation and maintenance. Oversee maintenance and development of roads and construction projects as outlined by the Board.

D. Personal Traits

  • Pass a background check, be bondable and able to pass a pre-employment drug test.
  • A valid driver’s license, a CDL license is a plus.
  • Honest, trustworthy, and calm under pressure. Strong leadership, listening, and mediation skills. Flexible and eager to learn.

8. Compensation/Benefits

  • Salary: $80,000+ annually (based on experience)
  • Simple IRA: 3% matching contribution
  • Health Coverage Reimbursement: $800/month
  • Paid Time Off: Includes holidays, vacation, sick leave, and family leave

We are seeking an experienced Association Business Manager (CAM) to manage a portfolio of 8-10 homeowners' associations. This role requires direct board interaction, vendor management, and strong communication skills to handle both in-person and virtual challenges.

Requirements:

  • CMCA, AMS or PCAM credential required.

Job Duties:
